Yes, but not intentionally without permission. To avoid any upset or confrontation we'd recommended you avoid deliberately filming people when operating in public.
If the police believe you are guilty of an offence, they can ask you to provide this information. Offering this information will help the officers see you're operating legally.
If an employee of a commercial organisation records you in a public space, both the employee and the company will be subject to the UK GDPR.
